i have both 32bit and 64bit vista installed but the 64bit was running at 90 to 100% cpu. It would not do it in safe mode and the 32bit does not run at 90 to 100%. to cut a long story short as soon as I turn UAC off cpu usage goes back to normal. I try'd reinstalling thinking it was a driver conflict but got the same outcome upon first boot with nothing installed. i even downloaded the 64bit again to make sure nothing was corrupt

I have the same or similar problem.
Generally, explorer.exe will use 100% processor time (or thereabouts), but after the computer runs for a few hours it dies down.
As a workaround, I change the priority for explorer.exe to Below Normal from task manager ... works great for me.

It's probably building the initial search index.Just leave it on overnight. Once the index is built things will be more "normal" (whatever "normal" means when you're talking about a beta OS).

I had a similar problem.. The refresh rate for any action was about 30-45 seconds (to open, close, or move anything) but mouse didnt lag. Except my task manager didn't show explorer.exe using 100% cpu. The performance tab said only 4% of CPU was being used, but when I booted in safe mode it was fine. How do you turn of UAC?? I will try to reinstall again and turn that off and see what happens.
